Okay whether your county requires emissions testing or not, do all counties have same color sticker, blue?
Yes, but theoretically you are only supposed to inspect your vehicles in the county you live in.
When I lived in Harris County I had a friend in Huntsville. I'd visit him regularly, but once a year I had him run the truck in to his local guy and get the sticker slapped on.
The price saving was low enough to pay for my gas for the trip.
Depending on the shop, they may not do that.
They are supposed to check your registration. If you are registered in a county that requires emissions testing, then they have to do it as well.
I get around it by registering my truck to my parents address, in a county that does not require emissions testing. Whenever I'm visiting and my inspection is due, I just drive down and get it inspected without paying the extra emissions.

I get mine inspected back home. By inspected I mean he turns on my truck and I trade him $15 for a sticker.
When my company decided I wanted to move back to Houston, we kept our house right outside of Austin as rental. We kept our registration and insurance in Hays county.
It is definitely worth the trip for an inspection, not to mention the insurance is cheaper.
I live in Ellis county where emissions is required but got it done in Navarro county and paid only $14.50..just wanted to make sure the stickers are all same color
